Obviously they do, they are even on record doing so. Such as the CIA supplying Osama bin Laden weapons and aid to fight the Soviets in Afghanistan, as well as clandestine operations in the USA and abroad. In fact there was a report back in 1996 a huge report entitled "IC21." which said:
The CS [clandestine service] is the only part of the IC [intelligence community], indeed of the government, where hundreds of employees on a daily basis are directed to break extremely serious laws in countries around the world in the face of frequently sophisticated efforts by foreign governments to catch them. A safe estimate is that several hundred times every day (easily 100,000 a year) DO [Directorate of Operations] officers engage in highly illegal activities (according to foreign law) that not only risk political embarrassment to the US but also endanger the freedom if not lives of the participating foreign nationals and, more than occasionally, of the clandestine officer himself.
In other words, these US agencies KNOWINGLY break laws. In some cases they don't even bother hiding it.

Ever heard of a game called crackdown. That's pretty much what it's like. They don't own all drug gangs but they allow them to mess around a bit to get better funding for cops, and eventually they want to wipe out all, to create there own that reduces crime by a good amount so no one is bothered but high enough to still be profitable. But today it's still mostly ran by uncontrolled by government.
To support the industrial prision complex. The government pays you keep prisoners and you can use prisoners as cheap almost free labor. No crime equals no prisoners

Yeah off the books. If they can undermine the power or authority in a region we don’t like, they will. Look at iran contra, or hezbollah
