Not really. Small dick energy is a form of body shaming. What you said is like me saying that a woman getting called “flat chested” is the same as a man calling a woman a bitch. They aren’t the same thing.
Gen-Z's form of saying 'Small Dick Energy' doesn't come from the body shaming. It comes from the personality and character of a man usually men with a big ego. It's basically a running joke that's not even only used by women but men as well.
Even if that is true (which I am not saying that it isn’t) do you honestly think that a running joke that sounds like it is body shamming women would be accepted in 2021?
You're point leads back to the beginning of my point. There's obviously never going to be fairness in our society and this is an example one of them.

No, that is inaccurate across the board. So when some one gets called a dick, is that a negative connation of masculinity or does it only go one way (rhetorical question, we know the rules never apply to women, only men). Also women could and did say what they wanted when they wanted historically because their was no consequence to them doing so (just like today where women can be rabidly sexist, claim all men are evil and sexist and weak and worthless and never suffer any consequence for it).
