Do you think overpopulation is a problem that each country should control?

We know overpopulation (especially in societies where it's common to have 8 kids or more per couple) is a problem that contributes (or even leads) to many of our main issues such as poverty, increased CO2 emissions (cars, farming, housing, etc), health issues (not enough hospital infrastructure for crisis), and many other problems (housing, unemployment, traffic, education caps, damaged economy due to high amounts of social support, etc).

Do you think countries should take action on this to allow their infrastructure (hospital, green initiatives, job/study opportunities) grow before reaching certain numbers of people?
If so, what do you think it should be done?

People shouldn't be allowed to have more than a certain number of kids (please specify numbers and how would you prosecute offenders)
