In LA this is how they think. Lets over charge people to dump garbage. It will raise lots of tax money and will be great for the environment because people won't dump garbage as often. Then as a result people dump garbage all of the city illegally because the city failed to manage their waste problem properly. The problem is so severe that they can't afford to clean up the mess with the tax money they raised for garbage disposal, so as a result they have to borrow money to clean up the problem they created by overcharging people to take their own garbage to the dump. Rather than spending that borrowed money to clean up the mess they created, they will hire a team of consultants from silicon valley to come talk on a stage about how eco-friendly and agile processes will be used to evaluate the garbage problem. Then they will again raise fees and taxes on the people, but this time to pay for the interest on the money they borrowed.
