Not a fan of the social constructivists, but it is both. If a pre-you Grew up in Weimar Germany, there's a good chance you'd be a National Socialst too.
As for elitism vs populism, I know there are a hell of a lot of people that either don't know or don't care about manipulation of society's customs and views and just gobble up whatever they're given. The sheep are very real.
Aside from that, whatever's left anyway, people create society. What happened with Lenin sort of proves it with the failure of Marx's natural workers revolution, requiring him to step in. Even after he used elitism and force to change his society, people still opposed him at a massive scale; theft and negligence was rampant "they pretend to pay us and we pretend to work". There was so much disobedience against the "new normal" that the elite ended up having to kill millions of dissenters.
Ultimately the people in the society make the society but introduce a person from outside the society and the society will influence change in that person. I think in a society that leaves our doors unlocked because the people in the society. If I go to a society that locks their doors I'd start looking my doors. At the same time if criminals from the door locking society is introduced into my society and started stealing and committing crime we would turn into a society that locks doors, but I've always said the people in the community make the community what it is,,
