Haven't received FB friend suggestion for months and suddenly I received one today. Is this normal?

A work colleague appeared on my "People you may know" suggestions on Facebook a few months ago, despite us having no friends in common.

The fb was not under their proper name, which left me confused. Maybe its related to phone contacts.

Yes, it’s normal.
Don’t think about it too hard unless you don’t actually add people you don’t know and the account looks suspicious like freshly made and barely any friends but you could be a stalker.
Other than that if your profile is open for local people around you and stuff then maybe just seen you and you guys seemed to already have mutual friends

How many people are on your friends list? I think friend suggestions are linked to that. I receive those every day, but its not like I am regular on FB, but I do have quite a few friends on that site.

Yes it's normal your friend could have been sick or could have been out of town or could have been busy with a million other things
