Why is Mexico the most visited country in Latin America while Brazil, being the biggest, has relatively few tourists?

Distance and visas.

It is trivial for Americans (a country with a lot of people) to visit Mexico. There are almost 100,000,000 people that live in a state that borders Mexico. Before 9/11, an American didn't need any identification to go to Mexico (there was just a revolving gate), and could get back into the US with a drivers license and a story to convince the immigration officer one was a US citizen.

Americans need a visa to go to Brazil. I was going to go there once for a conference, but as soon as I saw I needed I visa, I said forget it.

Well, one reason is it's right next door to the U. S., and it's so easy to get in, that many students go there to drink and party
It's cheap
But the BIGGEST reason is, there are A LOT of Mexican people in the U. S., so a lot of them go down there to visit their families and reconnect with their roots

Plus, it has A LOT to offer in terms of tourism

I know Brazil has had a bad reputation for theft and violence only further broadcasted by the events surrounding the Olympics being hosted there. Mexico has its own problems but I suppose the tourism is typically confined to resorts.
