There is one thing I know about Latin America suicide rates, and that's the fact that it will often be lower than global averages or irregular in comparison, and part of this is due to the fact that it can go unreported, in the case of Mexico I know for sure that suicide deaths are often not reported as such, whether is by authorities or a hospital.
And the reasons for this are sociocultural and also religious and legal implications, So I would venture to think that this factor and in combination with the lower population in the Caribe region, would give these results.
