Bobby Chacon, a former agent with the FBI, has placed the blame squarely on the high school for the shooting. He says that the high school knew that this kid had problems and instead of helping him, they expelled him. I just want to know what people here think about a school's responsibility with problem students. Should schools be able to intercede where legal guardians or parents fail? Also, this guy was 19. At what point, can a school exert authority over someone pass the agent of consent?
