How do you feel about Harley Davidson's way around the tariffs?

Surely
Harley is going to assemble their motorcycles out of the country to avoid the higher tariffs imposed by the other countries.
But around 1984, Harley lobbied Washington to impose a tariff on imported motorcycles over 700 cc's to help increase their falling sales in the US. There by creating the "Tariff Busters" on the imports.
What was once good for them, is now bad? How can that be?
