I heard that the Telegraph had an article the other day saying there was an investigation into UK's readiness for a pandemic like this. It found UK was not ready. The ensuing report was quietly hidden away. Don't know if it is true or not. The reality of this pandemic shows it wasn't ready.
Nobody's ever completely ready for a once in a century event. That said, reducing readiness, in the face of two or three pandemics in the last 20 years, is obviously reckless (speaking about the US).I remember Thatcher "improved" the NHS by reducing unnecessary beds, and adding charges for things. The problem is, when the sh*t hits the fan, you need those extra beds, or people die. I'm also mindful that the declaration that the "time for austerity" was over came just as the Conservatives called an election.

They created a response team, and that was great, if it hadn't been disbanded by Trump then it would have helped us to slow covid-19. Unforunately that still wouldn't have done anything about the supply shortages, in my opinion Obama should have put in place a committee that ensure they have an adequate stockpile of medical equipment for an emergency. I'm not saying Obama did nothing, but I don't think he fully prepared the USA for coronavirus. I think if Obama was in charge, his response would have been better than Trump's, but I don't think he would have taken all the actions afterwards to prepare us for the next pandemic.
Nobody's perfect, but while Obama didn't do enough to prepare for this, Trump undid some of what he had done, and that's despicable.

@goaded I think that's interesting, but potentially very misleading, because a uniform standard, in terms of reporting both the infection rate and the death rate, is not being applied, yet. All the people who have compiled those charts have to use are official figures, from a wide variety of sources. While some of these are probably very accurate, others seem, on the evidence we have, to be very wide of the mark. For example, I saw an article today, quoting an official in the Spanish province of Social saying that this year, the March death rate there has been more than 300 people, whereas in a normal year, it's just under 100, yet only 30 of these 300 deaths have been recorded as due to coronavirus. I don't think we can draw too many concrete conclusions, until we have better data.

You know, there are countries that basically can't do as much as other to fight coronavirus and can't even check properly how many infections or deaths cause by it are in their territory. So it's orientative, but not a deceive data, at all. Considering those data decisive right now, would be like considering that during the Spanish flu, Spain was the only country affected and handling worst the flu because they were the only ones counting deaths... while people from many other countries like US, UK, France or Germany at that time were handling worst the flu and not counting deaths or considering any sort of control over the plague. Why US have more coronavirus cases? It has way more population than Italy or Spain and also more traffic of people from all around the world. Don't forget that the more infected places are the ones with more travelers, in the US, New York. In Spain Madrid or Barcelona are awfully infected while in the south there are not that much cases despite having a similar amount of population, because there's less human movement.
