I think it's fear, mostly. Fear it might hurt, fear of it being gross, and thinking it won't feel good. There's some stories from guys who didn't know what they were doing and caused a lot of pain. And there's some social stigma, girls are afraid of what others might think of them. But it's just fear. And it can be overcome.
