Does it mean anything when the other party doesn't undress you during foreplay/sex?

I've been with this guy multiple times in different places and he doesn't bother to even take my shirts off anymore.. he only did the first 3 or 4 times and I was the one who took it off a few of those time. He only bothers with my pants and panties. I understand during quickies but we're typically together for at least an hour. I'm fit and have size b boobs nothing horrible. I love being naked or even bras n panties and think sex is much better that way. Does this mean anything?
