A guy stares because it is a natural instinct. We like to look at beautiful things and we believe that perhaps the longer we stare the more courage we'll build up to ask a beautiful girl out.

As for when it is okay to ask a guy out. Any time, any place. Most men will appreciate it and the ones that run for the hill are either too shy or too insecure.

I am going through this same issue right now. I have liked this guy for over a year and all he does is stare. He usually turns his head fast when I catch him but now he's been holding the gaze a little longer. I would say ask him out. I plan on doing it. Some guys are just shy around girls and that doesn't mean that they are shy with everything. Good luck!

I will tell you that it would be better to get to know him more and give him little hint but asking a guy with out even knowing that he like you back can hurt you very much. Guys stare all the time if he is not the 1st to make the 1st move why would you even want to deal with that. Then is like you will be making all the 1st moves all the time. He need to get over it and take action. Don't be the 1st.
