This guy used to look at me a lot, but lately he's been avoiding eye contact,he likes to talk about other girls in front of me sometimes and I get the impression that he does it on purpose, but for some reason when he comes around and I don't notice, he always has to announce his presence. If he's playing games to try and win you over, why not just give him what he wants? Attention! Surely that's a win-win. If you give him the attention he craves and he continues to be a dick or rejects your advances, move on. Nothing ventured nothing gained.
He is trying to get your attention and its working. He is playing hard to get. Do the same and see how he likes it. Talk about other guys and stuff. Don't look at him and announce your presence.
