Yeah it's true. It makes sense if you think about it. If the guy is so-so about the girl, or just looking for a hook-up, then he doesn't have much to lose. But if he thinks that he's found a great girl that he could be with in a serious relationship, there's a lot more at stake. As a result, he's probably going to be more nervous about making sure that he doesn't mess it up.

I think it is actually easier to flirt, because you can be yourself. You are capable of flirting much more proficiently if your heart is into it.
It is MUCH harder to ask her out though. When you are infatuated with a girl, it just gets that much harder, you want more than anything to be with them, but are terrified of not being good enough for them. If you love them before the relationship, then it is enormously hard to ask them out, or anything above flirting.
