I'd bet that he is a bit uncomfortable. If he has never been with a girl before, especially, he may not "get" what the foreplay is all about. He is willing to move farther with you than he is willing to let you go with him.
I doubt he is "saving himself" or he would have never started in on you. That doesn't make sense. And if he was looking for pleasure himself, he would let you touch him.
He's just uncomfortable. Let it slide right now, and eventually he'll come around.

Haha yeah I'm a man so of course I'm going to be the aggressive one. Men have a high level of testosterone which makes us crazy or "a freak".
