No, some guys have restraint and or have enough interest in the woman they are with not to really check out any other woman, however in general most guys will look and fantasize about other females look up porn or whatever. Judging by how you asked the question I'm guessing you want to know if you should be worried if your guy is checking other girls out, probably not, unless he's really staring them down.

Hmm, that actually sounds a bit creepy, he could have a thing for you and is just too shy to say anything, if he isn't shy he could either be messing with you, or thinks you are very beautiful and either thinks you don't know he's staring at you, or doesn't care if you know he's staring at you, I think the only for sure way to find out is by being straight forward and asking him why, in a nice way no need to be aggressive, then you might not get the truth. - 2 hours ago

Simply put yes. We will most of the time not only check the girl out but assess the relationship she has with her other because in a lot of relationship now a days the relationships are not as strong and to win girls over is usually not that hard.
They deny it because some girls consider it like cheating with the eyes and just do not understand how it is. Unfortunately! I can't complain too much because when I notice a good lookin man and sometimes can't help but to watch as long as I can without being too noticeable or caught by my man! As long as all he does is look it's ok. Now flat out staring I don't deal with. I have a 3-second rule.and if he turns around for a second glimpse I whack him (more playful since I know he can't help it!) but tell him how he wouldn't appreciate it if I stared guys down.which in turn he says "No!" because he's a jealous ass too!

But seriously guys, If your gonna think about how hott a girl is, specially if she's a friend of your girlfriend. Don't tell your girlfriend how hott she iz. Because that won't make your girlfriend happy, and it might make her start questioning about how much she can trust you. Specially around that girl.
I'm sure you check out guys if you're in a relationship, it's natural! Doesn't mean the guy likes you any less. A hot guy/girl is clearly going to catch your eye
