We have known each other since elementary school but he moved about 20 minutes away. We just recently started texting each other and the other night he told me he liked me. I really like him as well. A date is a plan to spend time together. Even if you were girlfriend and boyfriend when you go out together your going on a date (even if your parents are taking you).
Usually you spend some time together (2 or 3 weekends in a row) and if all goes well, you decide you like this person enough to not date anyone else while you get to know them better. This understanding takes some of the nerves off and lets you get to know the real person you're seeing (as they have already impressed you enough to keep you interested, they can ease up and just be themselves). At this point most people would say you're "boyfriend and girlfriend".
If you know this boy well enough and you find the idea of being his girlfriend fun, then ask him if he's ever thought about getting a girlfriend. Tell him you might know a girl who might be interested. When he asks who, tell him to guess. If he guesses someone else or teases you, slap him gently or lightly punch him in the shoulder and say "your no good at this game". You don't have to ask him, but if you're sensing you both are on the same page, then chances are that you are.
Most adults would tell you not to rush things, as they know dating and meeting new people is a lot of fun at your age. While your young, you're allowed to make as many mistakes as you want (you can even have 2 boyfriends if you're clever). When you get older the rules get stickier and you'll want to be pickier about who you spend your time with (by then you'll have a better idea about what you like in a guy). Right now, just have fun and try not to hurt anyone's feelings too much.
