I feel like more information is needed here. Does he treat you well? Do you fight all the time? Do you see each other a lot, or does he avoid you?

If the rest of the relationship is good and he just said that because you caught off guard and scared him or something that might be okay. However if the rest of the relationship isn't going well and you've got this unequal feelings thing going on, that's just bad.
