Like gruff said there is no secret formula. But nothing is achieved without hard work.
What maybe could help, what I would do. Be the guy every girl wants, but nobody can have. Be the gentleman and badass at the same time. Stuff like that. You play a little hard to get. When talking to a lady you never met play it cool, as if you know you can get her (just don't get ahead of yourself)Get her to almost a high point then play hard to get. Maybe tell her you have to go or your meeting a buddy, but be sure to leave contact details. If you played you cards right she would be calling you. And if she does she is not desperate, she is interested. Just remember to ALWAYS treat a lady with respect. That is the most important.

Truthfully when I talked to women in high school/beginning of college I would get shot down more than the taliban air force. Almost, all my attempts would end in rejection. After I talked to more and more people I began to learn what I was doing wrong, and quickly modified my "game".
