Ok look I really like this guy and we dated once. He says he like me and all but we did break up once b4! Ugh. We broke up because he thought he would hold me back from my dreams because I was offered free living an schooling across the states. But I didn't like the offer so I didn't take it after all. So now we both embarrassed but I just want to ask him out. Is this wrong and if not how could I do it with out making it seem like I want to dominate the relationship?

Just ask him. You guys need to talk this out. I'd like to think that a good heart-to-heart conversation would help you guys sort things out.

I always appreciate straight forward conversation.

Before you do this, though. You need to be prepared for things not going your way. Make sure you can handle that.
