if you don't want to come out and ask her to be your girlfriend, you should ask her if she want to hang out with you (and then follow through and actually invite her to do something) and depending on how it goes when you hang out, then you should ask her out. but girls always want the guy to be the one to make the first move, so get to it! :D

i say you should! it shows confidence and that's a respectable quality. :) oh an if you can't tell if she likes you jus ask one of her friends. friends often blab.
