When a girl iswaving to you she wants you to approach her. Just go up and say something like "Hey what's up? That's a pretty sweet _________ you're wearing. Where did you get it?" and then when they answer you could just say "You know, you seem like a pretty cool girl. We should totally hang out sometime. Can I get your number?"
You don't have to ask her immediately, if it's easier for you just start on conversation. Ask her how she is doing. If you notice she is looking at something you're interested or carrying a bag from a store you shop at bring it up and show you have something in common.
