These situations are the best possible situations. Anticipation is exciting, don't worry too much about him asking you out. Just continue to flirt and act yourself around him- remember not to commit to flirting with just one guy until you have become official. If you are 100 percent positive than maybe he is just scared of messing things up between you two. Did you actually tell him you like him? Or did you just assume he did because you two flirt. He might get a different vibe from you, and he is nervous of asking you out because if you say no it might ruin your relationship.
If it's not that, then perhaps he is just waiting for the right moment. You could wait and deal with the anxiety of when/if he's going to ask you out....Or you could make the first move and take the initiative. In your question you didn't really state how long you've guys 'liked' each other and flirted. It could take a guy a couple weeks to overcome his fears and finally ask a girl out, especially at this age. There could be many reasons why he's waiting for the right moment, but if you want to stop the wait then your going to have to go in for the kill.

I have learned from personal experience that guys are just as afraid of rejection as girls are. Probably a little more because let's face it some girls can be real cruel. There are just some really shy guys out there nowadays. I have liked a shy guy for months now and even after I gave him my phone number he will call but not say anything. I've made up my mind that the next time I see him I'm walking up and asking him out in person.If you believe that this guy likes you go ahead and make the first move girl! LOL. I have found that guys are usually way more nicer about letting a girl down. It's (almost) 2008 and the woman that waits for a man to do all the work is long and gone. Good luck to you!
