No, a hug doesn't mean that he's trying to move quickly, he probably just wanted to show his affection. Women often complain that guys don't demonstrate their affection enough, so his hug was probably a way of letting you know that he liked you.
It depends on the person, some people hug everyone, it's just like second nature to them. Other people doesn't like to be touched in any way. If he's stepping over your boundaries, them a)tell him off, b) write him off - which means, don't accept to see him again. And lastly, don't be a push-over, if you don't feel like doing something that he insists on, tell him no.
