I know you said that you could maybe start a new relationship, but if making a girl jealous is half your intent, it more than likely will end with you being shot down. Make sure you're over your ex for sure and then go do it. Starting small talk depends on what kind of person she is, DO NOT use corny pick up lines, save those for when you know she has a good sense of humor. Hmm. Just admire from a far(not stalker type) make sure she catches you and when she does, smile at her if she smiles back(and it's not her just being nice) you can approach her.
