whats the problem? and what went wrong. the first time you spoke to her. you were happy nervous and fine. scanning her from top to bottom. smiling . but why not talk to her. Only look at her or glance. why not show her interest.
Update: actually before I could speak to the guy. he actually had made attempts to talk to me. but I LAUGHED at him. from then onwards he would make any attempts..could this be the reason

Sounds like you haven't shown interest and he has ruled it a lost cause. If you are interested you fumbled the opportunity when you laughed at him. It is now up to you to make the next move. Just go up say "hi" and engage him in small talk, then randomly call or txt him, or chalk this up as a lesson learned.
Sounds like he lost interest for whatever reason. It could relate to you or have nothing to do with you, hard to say. You could try getting to know him better to find out what's going on (ie talk to him regularly).
awe that's mean. he obvs had a crush on you, then you crushed it. you can text him, even say sorry about that, just start talking hell get the courage again. but be nice haha.
