It is really hard for me to walk up to someone and start a conversation, so maybe it would be better if a guy came over and talked to me instead. But if there is a certain guy you are attracted to, how do you get his attention? How do you get him to notice you? Either that or how do I build up confidence to talk to a guy myself?

If a girl I've never talked to smiles while she looks at me I think she is just a social butterfly - make a point of walking by him and slow down a bit and look him in the eyes - try to be dressed your very best when you do this - if you do this a couple times and he never does anything - his loss - frankly if a girl is anymore direct with me, as in she initiates hitting on me, I'll never ask her out, and will do my best to avoid her. I want to notice a girl, or rather let her let me notice her, and then let me initiate the conversation/digit exchange
Hmm, I'm a guy and when I see a girl I like, the signs that I look for is that she looks at me and she smiles. However, a lot of guys are shy and/or afraid to talk to girls, so it may be frustrating for a girl, even an attractive one, that there isn't as many guys approaching her as she thought there would be.
I wrote an article here about how to overcome your fear of rejection when approaching the opposite sex, I meant it for guys, but some information there applies to girls as well. Usually when a girl wants me to approach her, or she likes me, she would come near me where I can see her - sometimes they just get in front of me where I cannot miss her - then when their eyes meet, she would smile and wink at him, and even stare for a few secs.
