There is nothing creepy about a girl approaching a guy. Most guys would be flattered if a girl came up and started talking to them. There is nothing wrong with a girl showing interest in a guy. But if it gets to a point where maybe you want to see them again or talk to them again, instead of asking for their number, say, "aren't you going to ask for my number. " That way its still the guy asking for your number, and still doing a little pursuing of you.
The thing that really says to me a girl is interested is eye contact. You can flirt with your eyes by holding eye contact a second longer than is comfortable.
Just go up to a guy and say hi, I'm so and so in a friendly tone.
No guy in the world would find it creepy for a girl to act friendly. ; )
You could get a friend that knows him to introduce you to him then every time you see him in the hallway you could wave and smile a little bit. After a while you might become friends.

Describe your ideal first date; Where do you go? What do you wear? How does the date end?
Our first date would be at a dave and busters, bowling, putt putt, something where we can do something cheap active competitive and fun and maybe have a drink or two. After that we can grab a bite to eat we can go for a walk or a drive. Then ill drop you off at your place, assuming all goes well we make plans to meet again, and we say goodnight.
Afterwards..what will your date know about you?
I'm fun, won't go easy on her, we can get a chance to know each other, and that I am a gentleman.
