We love to talk ( flirt with each other) , talk on the phone, and even text back and forth but we both work at the same place and he does not want to date someone from the same work environment. What can I do to change his mind?

I wouldn't try and change his mind. Dating at work is never a good idea. If one of you quits then and only then would I try to change his mind. This is coming from somebody who has dated people in the workplace. Long story short I was dating my supervisor and when I finally broke things off I was fired for something stupid a short time after. I will just be weird if you two do get together and then break it off. You will have to see each other all of the time and there will be extra tension that nobody wants.

Honestly, my guess is, he likes the attention that you give him, but he isn't REALLY attracted to you. Flirting is fun; who doesn't love to flirt?

But dude, you're old enough to be his mom. That's not sexy. I think he's having what he considers to be "innocent" fun at work, and he's using the "no dating coworkers" thing as an excuse. It keeps you (and anything real with you) at bay, while allowing the flirting to continue.

Come on. You're old enough to know better.
