I find that really hard too. My best advice would be to find some common ground. Wherever you are, then whatever you are doing or watching is common. If she responds smiling and gives better than one word answers then just do your best to keep it going a bit -- you can simply make a comment, it doesn't have to be a question all the time. Then pause for a bit and see if she can pick up the conversation. I know its uncomfortable at first, and you're bound to strike out a number of times, but the more you try the more comfortable it gets. Good luck!
Hard to say because I can't see you, but my guess is that you don't send out the right signals. Maybe you come across as lacking in confidence? (which is a turn-off to girls). Maybe when girls show an interest in you, you get nervous and send them the wrong signals of not liking them? Maybe you should go out more -- find interests that are both cool to you and involve girls.
If you're not "out" there, the girls don't even know you exist, or anything about you.
Go against any moral you have, especially ones regarding safety, and meet the girls that you find interesting and that have depth. Don't just date any girl, date someone that you have seen from afar and shows some signs that you would be safe, but have the time of your life.
