Interest/attraction = commitment?

I know that showing interest does not mean those two people will have a relationship.
However, are there people that might get this confused?
If a girl shows interest in a guy, and the guy is interested too. Why would he shut her down anyways?. Is it fear of commitment on his part?. Or does he feel that if there is a mutual attraction then he's somewhat pressured to be with her?

Doesn't showing interest simply mean the two could get to know each other?. Or get to know each other on a different level?

Has anyone else come across this problem?

I think there's some kinda order to the madness of love and relationships

Here are my basic thoughts an understandings in order sequentially

#1) first come physical attraction

#2) bonding- mutually meeting each others gestures on a perfunctory level (equality) if this doesn't work, normally their won't be a second date.

#3) relationship - this is the period where two people are learning what each other is about, how their wants and needs are to be met. I. E. You like your eggs cooked this way and he likes his eggs cooked this way. . This normally takes months to learn all these things about each other. This is where most relationships fail, because one or both can't accept a difference between the two. I. E. She like to party late nights and he can't and has to work early. The relationship is dissolved from matters like these

#4) committed relationship- this is where after a long while both have learned the other person very well and have accepted every personality trait for who they are.

#5) marriage seals the deal forever on the mutually accepted commitments that it takes to be with each other

#6) here comes the kids, sex stops, you work your hands to the bone, to raise your offspring. Before you know it, you and your spouse are playing shuffle board in a retirement community, talking about how lucky you where to have made it thru all the mess and drama it took to stick together. You will have been successfully entered in to the "26%ers club"
