It means that you he was thinking about you after he drove you home. It would have been to aggressive (or too cheesy) if he said, "oh yeah, I was totally thinking of you". So, the best thing he could come up with was, "hey I forgot to mention that I really liked your shirt. I was neat". He wanted you to know that he was thinking about you. He had to think of SOMETHING to say.
Nothing too aggressive or too much of a come-on, so he played it safe and commented on your shirt. Say thanks and ask him if he wants to hang-out again. He needs an invite from you. If you don't want to see him again, then just reply "thanks" and leave it at that. I hope that helps.
