dont tell her you love her! I think that's a strong word and it WOULD creep her out. next time you see her, before you say bye, tell her that you like her and ask her out.. I think she would say yes if she likes you.
Have you told her you love her? Girls like to beat around the bush themselves, but they love it when guys are direct with them. Just don't come on too strong because she'll think you are psycho and she'll be creeped out.
If she lets you touch her, she likes you. But I don't know what the history is between you two are. If you're seeing her 2-3 times a week and discuss old boyfriends, you are probably just getting attracted to a friend.
Next time you're together you could try touching her again (holding hands etc) and see how she responds. If she keeps moving her hand away, she doesn't like you. If she does hold your hand, go for the kiss.
