From what I understand being upfront and just telling her "i like you" is a bad idea (puts too much pressure etc) So how to I tell this girl (who can't read people for beans) that I like her?
I'm pretty sure she likes me and I'm pretty sure that we can from a decent relationship but now I need to take the next step.
Well. I'm more of the person who will just say "hey, I think you're really great. & I'm hoping you feel the same way about me. " ask if you're on the same page and let her know that whatever her response is, you're perfectly fine with it. it'll only put pressure on the situation if she feels like she'll be hurting you if her response isn't what you were looking for. it's just as difficult for both people in the situation.
