I wouldn't want you to loose a closeness with a cousin and I'm guessing your close because you've confined in each other that you like the same person. I would say let the boy go and don't let him get in between you to. But knowing young teens girls that won't easily happen. You should try to make friends with him first. If he doesn't like you then he doesn't and if he does than you can go ahead and try to move the relationship to the next step but at least let him be in a part of both of your lives.
