Assuming he's not exactly the shy type and he does wants you, it should be enough to focus on giving him attention, a lot of touching, encourage him to touch your arms.
Example, get him to say something that could be a lie and you say are you sure? promise? and hold out your pinky finger for a pinky promise. In your conversations try to look out for moments where you can lean on to him to whisper the answer because you are shy. You get the drift, flirt with him! Arouse his sexual instincts.
