There is this guy that I have known since we were kids. We work together over the summers and are in college, but attend different ones during the year. We have always talked and been friendly, but have never done anything. This summer though he seams more interested in me then normal. He is always flirting and hanging out with me in the office. He teases me and tells me things about others (personal stuff) He has said we should hang out, but has yet to ask me to do anything. Could he actually like me or is he just a flirt? I am so confused.

If he is talking to you about real things going on in both of your lives, it might be something more. What is his personality like, is he treating you differently from other friends or girlfriends? If you're brave ask him out, if not hint about when you are free and see if he takes you up on it. He may be afraid of changing the friendship, but if you really know him you will know if he likes you or not. How much he likes you may be the next question.
