In my experience, women only want to be called beautiful when they have made some effort to look good. I think that a woman is beautiful at all times, whether they are in their best dress or sweats and a t-shirt with bed-head. The clothes, hair, makeup are not what makes someone beautiful, it is the person underneath.
Because of this, I seldom compliment women's appearance. I don't want to give the impression that gettin all dolled up makes them more beautiful, and they don't want to be called beautiful when they have made no efforts to "fix" themselves.
Society measures women by their sex appeal and beauty, and has led to rampant poor self-image among women. I for one like women who do not make any effort at all, who are totally comfortable in their own skin.
