Yes, make the first move to talk to him, and yes, most guys love it when a girl comes up to him. Just like you like it when a guy comes up and talks to you (if he is cute of course), guys feel special the same way.
Guys like girls who will talk to them. If you look around at other questions and answers here, you'll see that we men are more than willing to accept the notion that women can break the ice or ask us out. And I think that's a good thing. Both sides are, after all, people.
