When you say in public, what do you mean? Are his friends around, or are there other people that both of you don't know? This behavior is typical of guys in high school--- they flirt with girls when alone, but when in front of their friends, they act as if they don't exist. Mainly because they don't want their male buddies to harass them. That's why it would help if you explained what a public setting is.
