It sounds like he might have had a bad day, then you got to cheer him up. Try to make him laugh. Then get back to flirting. See if he was just distracted.

I think sometimes a guy acts this way to try and hide his feelings. He doesn't want you to know that he thinks your great. I know a shy guy in my life right now that will switch from hot to cold. He is currently in a relationship, and I think that he is trying to be careful how much he reveals.

Also if you surprise him like run into him where he is not expecting to see you he might act awkward.
