Most guys will like proportional and symmetrical C's or maybe B's depending on body type. But don't focus on things you don't have, focus on what you have. In other words, work what you got. If you have nice legs accentuate that, pretty hair (very underrated, demi moore is 40 plus and hot, her hair is gorgeous), hot calves, pretty stomach, feet (pedicure, manicure) the list goes on. Some of the hottest chicks out there are on the smaller side, look up hot celebrities and actresses with smaller breasts. hot girl next door types (personality wise) are always the most popular women.
Also, I meet many girls who spend crazy amounts of money on clothes and makeup, but never get a gym membership. They could save a lot of money and look good in anything if they only worked out.

Guys definitely have varying tastes. Personally, it has a lot more to do with proportionality than anything. If you're a large girl with a heavy frame and small breasts, that's not going to be attractive. If you're a petite girl, they'll look perfect and that will be attractive.
Honestly things like body shape and facial features are way more important than breasts.
