It wouldn't pertain to the prepaid card, it would pertain to their service provider and the location for where the re-routing call center is located.
When you use a "prepaid card" it calls through a "switch" that charges your airtime by that card. They then take the money off of your account; however, if your recipient is on a cell phone company that doesn't offer free incoming - their standard airtime will apply + any international charges- if the company that reroutes your call is outside of their nation.
