Does your friend know that you like him? If not, then I wouldn't tell him or try getting into a relationship with him, because then it may cause you to lose a friend. Also, if you tell him and her that you like him, then it may create awkwardness. You have to think what is more important. Your close friend or trying to get withh a guy that you may not even know your whole life.
My friends and I always had a thing where if more that one of us likes the same guy, and that guy is interested in one of us, we will be happy for the one he likes, and move on to a guy who likes us.
