The best remedy for a sunburn is aloe vera. If you don't have any money here's a list of things you can try.

Im in a clinical class at my high school and we asked my teacher about relieving sunburn and he said to get mens shaving cream and put it on the sun burn(it absorbs heat) and then after about 15 just take a shower for it to come of =]
never tried it but he says that it works wonders!

put a lot of cream on it.aloe vera, or anything moisturizing will help relieve the pain.
I've also heard that rubbing crushed tomato on it will heal it quicker.

After sun or moisturizer is best. and even out of the fridge, If you don't have anything like that, try putting some olive oil in the fridge and when its cool slathering that all over it. Don't forget to drink plenty of water (at least 8 glasses) as that also helps the healing process.

Try and be more careful with the sun in future. Bad sun burn seriously increases your risk of skin cancer in the future. I've known someone who died from it and take it from me, it really isn't very nice.
