Why do you guys stare at a girls chest ?

Guys stare at girls tits because we can't control it. We are attracted to them as males. It is part of our being. You don't stare at our pants because a penis doesn't have cleavage. Balls don't stick out of a pair of pants under normal conditions.

You should be happy anyway! If a guy stares at them, he obviously likes them and is indirectly complimenting you!

I'm with AOgixxer. If you don't like it don't wear revealing clothing or tight clothing. Wear nothing but baggy clothing. The girls I hang out with find it flattering when I do it. I guess its the fact they know me but they find it as a compliment that you like what they have. It can't be helped. We're like a magnet to metal.

some guys like the legs, some like the butts, and some guys like boobs. and if your wearing a shirt that's showing some cleavage, there all gonna look haha. if your gonna put them out there for someone to see, we're gonna look. so in a way the shirt or dress that you wear is doing exactly what you want it to do.

all joking aside, if your offended by guys looking at your chest, then don't wear clothing that shows it off.
