I don't know that this guy would be even worth your time. He's got some girl who's a friend that tells him what to do? Sounds like a guy with mommy issues, and that's a good one to steer clear of.

I am unsure why he's being influenced by his friend; he needs to make his own decisions. What about him makes you believe that he is reluctant to stop talking with you? Try to initiate contact with him and see where it leads you. I'm surprised that he's taking orders from some girl who he isn't linked to romantically about who he can talk to. Seems fishy.
