There's this girl I like that lives down the street. I heard today that she likes me I talked to her, and most of the time it's easy. How do I tell her I like her?

If your parents and (especially) her parents are cool with it, then I'd go ahead and go forward. Personally, if I had dated a 16-year-old when I was 13, my parents would have flipped out. A three year age difference is no big deal for adults, but a lot changes for a person between 13 and 16. If you two are comfortable with each other and your parents and hers are too, though, then by all means give it a shot. But just realize that she's young, so take things slow. Don't make her grow up too fast.
At your age, an age difference really does matter. It has to do with maturity, mostly. Also, most parents frown on dating before age 16 or so. I would be friends with her, and just hang out. Don't worry about dating right now. You are young enough to have plenty of dates soon. As is she. Just give it a little time, and enjoy being friends.
At your perspective ages, it can lead to big problems. I'd play it save and be good friends for now. I am sure her parents would be upset if she is dating a guy her age. Daddy's are very overprotective of girls her age and usually stay that way until their sweethearts are almost 30. You can tell her that you like her but my best advice is to not let this get serious for now. Just too many times does such an age gap between young kids like yourselves develops into problems. Nothing says this may not lead to something good down the future but for now, just play it cool and tell her you like her too. She should understand.
Unfortunately, age gaps are important. At my age, 3 years is no big deal. But if I was to date say an 18 year old high school girl, this would lead to problems more so for me than for her. The "Sugar Daddy" thing is not to be underestimated. A one-night stand with a woman that age is legal for me but even then, I stress that it should not be sought out by me actively. One really cannot say "Age is just a number" without knowing the possible social problems it poses.
Interracial dating is ok and encouraged. Different topic though.
Just take it easy and make it discreet. You can easily be ridiculed for"Robbing the Cradle" on this. I cannot think of any parents who are ecstatic of their daughters dating a boy your age willingly so assume the worst as is almost always happens. Being friends for now is encouraged

Tight black jeans, a tight black shirt, with a white tank top underneath. Topped with a comfy zip up sweatshirt.

I wear eye-liner and some blush but not a lot. I have a shoulder length hair cut that's usually straight with lots of volume. Some of my girlfriends call it the "rock star" kind hair. hahaha if that helps
